Just by looking at the code I guess the problem is at :

Here if
org.apache.isis.viewer.wicket.model.links.LinkAndLabel#getDisabledReasonIfAny()
returns non-empty reason it is used only as a title attribute, but the link
itself is not being disabled.
Is this the problem ?
