This service has since been refactored to be a regular @RequestScoped service;
all that remains (in Isis 2.0 since change to API) is to remove the
threadlocal).
In fact, thinking further, in Isis 2.0 we will remove this service completely
because it has been replaced by ActionInvocationService (part of the ISIS-970
new annotation work).
