ISIS-1554: prevents double click on buttons (forms and no-arg actions) with
associated wicket viewer settings
settings are:
- isPreventDoubleClickForFormSubmit
- isPreventDoubleClickForNoArgAction
- isUseIndicatorForFormSubmit
- isUseIndicatorForNoArgAction

- updated docs
- reduced duplication in PropertyEditFormPanel vs ActionParametersFormPanel
