ISIS-1603: removes some duplication of ScalarPanelAbstract and its subclasses
specifically:
- addFormComponentBehavior is no longer a mandatory hook, instead uses the
getScalarValueComponent() hook to set up the ScalarUpdatingBehaviour passed in.
- ScalarUpdatingBehaviour class made static
- updateChoices moved up to ScalarPanelSelect2Abstract (identical in both
subclasses)
-repaint(....) overridden method moved up to ScalarPanelSelect2Abstract
(identical in both subclasses)
