ISIS-1468: extends TransactionService, adding in getTransactionState
This promotes TransactionState to the applib, and removes the internal
TransactionStateProividerInternalXxx domain services; moved to
TransacionServiceDefault simply delegate to the
PersistenceSessionServiceInternal for the underlying implementation.
Also updated docs.
