ISIS-1592: extends ixn.xsd and cmd.xsd
to include logicalMemberIdentifier.
Also:
- extended OTOA and OTMA so have getOnType, same as ObjectAction. Required in
order to be able to obtain the objectSpec in order to populate the new
logicalMemberIdentifier field
