ISIS-1654: installs a validator for ValueChoicesSelect2Panel, for per-arg

- enables setRequired(...) for same; this is configured in a new
addStandardSemantics method (following pattern of other subclasses of
SelectPanelAbstract2)
- enables "closeOnSelect" for a better user experience
