Provide a config property in isis.properties that allows disabling of the
footer. This is related to ISIS-1025 but not the same.
+Opinionated:+
I for one do not use breadcrumbs (or bookmarks) in my projects and I don't want
users to change Theme. (I've picked one Theme which is customized and
optimized.) So with this use-case scenario I have no need for the footer and
removing it entirely might provide a better user experience.
