I also experimented with web-fragments available since Servlet Spec 3.0, but
could not find any configuration, that when applied works on all 3 of these:
* payara 4/5
* tomcat 9
* TomEE
In case one wants to pick up from where I left, I've attached the
web-fragment.xml file I was using.
