Andi Huber resolved ISIS-1960.

Resolution: Fixed
We extended BackgroundServiceDefault, such that for background execution it
falls back to the new ForkingInvocationHandler in case there is no (developer
provided) BackgroundCommandService available.
That way we don't break the previous behavior.
