ISIS-2112: migrate 'isis-maven-plugin' to launch a Spring Context
- just a stub yet, but a FIXME[2112] marker is in place
- also making auth/bypass a convenient config bean -> IsisSecurityBoot
- 'simpleapp' successfully builds now
