ISIS-2213: more reorg of isis-config
* moves IsisPresets to presets, and moves the classpath resources alongside and
into src/main/java
* moves ConfigPropsForPropertyOrParameterLayout interface into
IsisConfiguration.Viewers (better scoping, I think)
