ISIS-2250: introduces ValueTypeProvider, and beefs up ClassSubstitutor.
Each have a corresponding "Registry" that implements the
chain-of-responsibility pattern around them.
For now, ValueTypeProviderDefault delegates to CommonDtoUtils.
