we do still use webjars.  The slow loading occurs if there are too many Maven 
modules open in the IDE (IntelliJ in this case).  Closing most of the projects 
and leaving open only those needed for the task in hand allows the IDE to load 
remaining modules as JAR files.  This improves load times to an acceptable 
degree.
