ISIS-2538: should fix all the redirect behavior
for actions returning an URL with or without args, should redirect in
NEW window
for actions returning LocalResourcePath with or without args, should
redirect in SAME or NEW window, depending on the OpenUrlStrategy held by
LocalResourcePath
