Daniel Keir Haywood resolved ISIS-2607.

Resolution: Fixed
Remaining work done on ISIS-2557, whereby secman provides its own
AuthenticatorSecman impl, as a fallback if there are no other authenticators.
There's nothing more to be done on this one ... the main body of work is
already there in the authorizor.
