ISIS-3091: fixes broken commandlog integ test
was resulting in duplication inserts, seemingly due to flushTransaction being
called within EntityPropertyChangesPublisher, too late in the day.
Fix is to call flushTransaction once the CommandPublisher has done its thing,
but before doing any further work
