This is a proposal that within the contributing doc, under the +Recommended 
Workflow (GitHub)+ steps, we can add a small additional note to newcomers that 
they will need to log in or sign up for a new account on the ASF Jira first 
before being able to create an issue. This was a source of confusion for me 
when I was new to contributing here so just wanted to raise this in case others 
may have similar experiences.
