Programming Model:
Some addition to @ActionLayout to specify this, eg
@ActionLayout(showInCollection=ALWAYS|PARENTED|STANDALONE|NEVER|AS_CONFIGURED)
UI:
Add a "..." column that would be visible if there was two or more actions that
indicated they should be shown on collections. In the singular action case just
render the button.
