In my opinion the ODS file is incomplete. But these files comes from
free sites contains free resources for OpenOffice.org. Other elements
were created by our team. Of course tehere are sevral more license
information in some templates. If you can you can help to filter out the
non free templates out or into the non-free packages.

incomplete ODS file is definitely not enough.
