That's true, it was a mistake to use writeUTF. I can try to change it to write
the raw bytes in BundleBinding. Data using the new format will have the prefix
'-3' (so far we have '-1' and '-2'). I will introduce constants for those magic
numbers. However this change is more complex than simply capping
minRecordLength to 32000.
