With the recent changes for PROPFIND/allprop/include (JCR-1769) and the parsing
of Destination/If headers (JCR-1770), we can advertise RFC 4918 L3 support
(http://greenbytes.de/tech/webdav/rfc4918.html#rfc.section.18.3).
Note we still have test failures for tagged If headers, but this has nothing to
do with compliance class 3.
