Index segments are currently only optimized as a result of an index merge.
There might be situation however, where optimization of existing index segments
is useful. Primarily when lots of long lived content is deleted or updated.
Such content is usually contained in one of the larger index segments that get
merged only rarely, hence the disk space is not freed for a long time.
