People are hitting problems with build failures caused by the RAT plugin
flagging log files, patches, and other extra files inside the project
directories. Instead of adding exclude rules for all these files, it would be
easier if we simply disabled the RAT checks in normal builds and only enabled
it in a special profile that could be used by Hudson and the Maven release
plugin.
