We've been fairly consistent in putting only bug fixes and other low-risk
changes to maintenance branches. The basic rule is that a patch level upgrade
should never break a working system. Upgrading the Java version doesn't meet
that requirement (it by design breaks all Java 5 deployments), which is why we
shouldn't do it in the 2.4 branch.
