I think I'd prefer the latter.

1) Is this something the spec needs to say?

2) Is this something we want to do in Jackrabbit?

3) Or in Oak?

Also, we may want to add code that logs creation of node names in non-precomposed format (DEBUG level), so it's easier to find out who's creating those names... :-)
