RepositoryCopier doesn't copy custom privileges. I haven't seen any previous
mention of this omission and so I wonder if this is an oversight or by design -
namespaces and nodetypes are copied.
As a backup tool one would expect to be able to restore a system and have it
look just like the one it was backed up from.
