Just one remark about the RELEASE-NOTES.txt. It states that it lists the changes since 2.8.0 but that doesn't seem to be the case. It seems only the issues fixed in 2.9.1 are listed, but the issues fixed in 2.9 are missing: https://issues.apache.org/jira/secure/ReleaseNote.jspa?projectId=10591&version=12327056 .
