Cut 2.11.0 version

Hello team,

We should release Oak 1.3.4 and we're stuck on the release from JR
2.11.0. Thanks Unico for taking care of the steps.

If no-one complains I'm planning to cut it tomorrow, 12/8, morning CEST.
