Fix For: 2.11.3
for OAK-3621 we need a helper that allows to determine if conversion from
valute type A to value type B is possible based to the conversion table defined
in JSR 283.
instead of keeping this utility method with oak-core, i would like to move it
to the ValueHelper on jcr-commons.
