[~tripod] on a side note: would it not make sense to check in the exploded
packages instead? I have done this successfully for a custom [commit-hook
implementation|https://github.com/code-distillery/filevault-oak-reindex-hook/blob/master/src/test/java/net/distilledcode/tools/InstallHookTestUtils.java#L43].
It's simple and works fine, vlt already provides all that's needed except a
{{VaultPackage}} implementation that allows plugging in an arbitrary
{{Archive}} implementation.
