functional?
For example:
http://ftp.jaist.ac.jp/pub/apache/jackrabbit/2.15.8/jackrabbit-2.15.8-src.zip reports
a 404.
Fine with me, if we ignore this rule, it makes releasing easier. But
then we should probably write it in the announce mail.
