{{rep:policy}} nodes should obey the same filter logic as all other nodes.
everything else is a bug.
however, during import, the special access control mode is used to further
handle the nodes.
special case is probably the clear + not in filter, like when only including a
node and not its children. but still then, it should not remove the AC if it's
not in the filter.
