I propose an optional location specifier per dependency:
https://github.com/apache/jackrabbit-filevault/pull/62/commits/76d9e11259b61217a5aec1ff0a3b77c8f12ad936.
This can then be used e.g. with a URI for Maven coordinates or with a regular
HTTPS URI or whatever URI the package producer wants to add there.
