[~tripod] key question here is if we can and should use containers as wrapper 
for applicatin and the corresponding seeding content for the mutable part. I 
think we currently don't have specific handling of those for install handling. 
In cases wher immutable and mutable installation are separated a container 
would only be considered fully installed if all the contained fragments are 
installed. We also didn't clarify how containers would be treated in dependency 
handling. I personally would say that we could have a strict handling where 
they would not be considered at all and a compat handling where they would be 
rather treated liked mixed packages from an install behavior.

The way we consume this in AEM right now such containers would be extracted but 
never installed so we don't have an active requirement to implement the 
enforcement in vault right now - yet it might make sense to eventually enforce 
it.
