ideally there is a 3rd package that defines the ancestor nodes.

eg:

package {{security-tools}}:
 {{<filter root="/apps/cq/core/content/nav/tools/security"/>}}

package {{tool-foo}}, depends on {{security-tools}}:
 {{<filter root="/apps/cq/core/content/nav/tools/security/foo"/>}}

package {{tool-bar}}, depends on {{security-tools}}:
 {{<filter root="/apps/cq/core/content/nav/tools/security/bar"/>}}
