Fix For: 2.22
To ease debugging of apache-rat-plugin errors the issues should be given out to
console (instead to a file only which is hard to access in case of ASF Jenkins).
The property
https://creadur.apache.org/rat/apache-rat-plugin/check-mojo.html#consoleOutput
can be used to achieve that.
