Updated to pax-exam 4.13.1 with JCR-4643.

An update to 4.13.2 would actually fix the http/https issue, but causes tests 
to hang due to stdout corruption. This seems to be related to 
https://ops4j1.jira.com/browse/PAXEXAM-920, which is supposed to be fixed in 
4.13.3, but that version shows the same issue.
