Currently the most recent FileVault is still compatible with Jackrabbit API
2.14. To be able to leverage API introduced with 2.16 (e.g.
[http://jackrabbit.apache.org/api/2.16/org/apache/jackrabbit/api/security/JackrabbitAccessControlList.html#isMultiValueRestriction-java.lang.String-)]
we should drop support of Jackrabbit API 2.14 and at the same time allow
Declarative Service 1.4 (introduced in OSGi R7). Also the minimum target OSGi
environment below

should be updated accordingly to reflect AEM 6.4
