There are two issues introduced with JCRVLT-596:
 # The default ID conflict policy is only set for JCR based packages, but not 
FS based ones
 # The default ID conflict policy always overwrites the explicit one 
potentially set in {{ImportOptions}}

Also due to the fact that the default is applied very early, low-level usages 
like SLING-11560 don't ever get the default applied.
