In my local projects i did it in 2 steps. As example i would first create the 
jackrabbit-jcr-servlet-project and commited it to svn. Then i would move the 
existing jackrabbit-jcr-servlet folder into jackrabbit-jcr-servlet-project 
directly in svn. Therfore no remove/add files will be done.

I can try to create a simple patch that moves the existing project first to 
another location ...
