ah, i did not read proposal a) exactly, i missed the point you want to disable 
it only when a -SNAPSHOT version is used. this should work, and reproducible 
build is definitely not required for SNAPSHOT packages. on the other hand, it 
feels like a hack to make this distinction in setting the creation date.
