OK, I had to cancel the release as I discovered that the release
contents actually contained what was in 2.21.16.
This is apparently caused by a change in the release plugin (where we
inherit the version from the Apache Parent POM) which might not work
properly with SVN.
Now analyzing, and planning to cut 2.21.18 ASAP instead.
