Added a regression test `PackageInstallIT#testHookNotInstantiatedForNotAllowedNonAdminUser`: it installs a hook-bearing package as a not-allowed non-admin user, where the hook's **constructor** records its own instantiation. The test asserts the install is rejected *and* that the hook constructor is never invoked. It fails against the previous (instantiate-before-check) ordering and passes with this change.
