I now improved the check in
https://github.com/apache/jackrabbit-filevault/commit/0acb9e567d44d7546bbed799e3248ad42311b9bb.
a) It strips the qualifier (if present) prior to checking the release notes (so
check works on SNAPSHOT versions as well)
b) the check is the first thing being executed in the reactor build
