So essentially it's coming due early April for the board meeting on the 16th. Generally it needs to be in SVN a week before the Board meeting, which is the 9th, and at the end of ApacheCon.
Thanks for clarifying, David. I've posted a first draft here [1]. Obviously, some issues (e.g. the 1.7.2 release) are still in progress.
Please edit/amend as necessary. For instance, I'm not sure if it's considered "bad form" to mention individuals in board reports.
