v2 is @Beta, so it should be in labs (and subject to change), but we were aware 
of some users who were still using v2_0, which is why we decided to deprecate 
it first instead of outright delete it, even though it is in labs.

Why are we dealing with deprecation in labs? If openstack labs is not
labs, should we rename it to not labs and move the existing openstack
