Hi! jclouds uses the DescribeRegionsForRegionURIs class [1] to build a map of "regionId -> endpoint" that is used to determine the endpoint for each region.
Could you share a code snippet so we can see if there is something wrong in your code? If you are using the ComputeService and the TemplateBuilder, verify that you are setting the right "locationId" when building the template and that the image you are using is available in the region you want. As an alternative, you can limit the regions jclouds will take into account by creating the context with the "jclouds.regions" property set to the comma separated list of region ids you want to use.
