Some of these projects might depend specifically on jclouds 1.7.0 snapshot. If I understand what you are saying, when releasing, say, 1.6.3, the jclouds-version property (now replaced by project.parent.version) will make the labs projects use 1.6.3 as a dependency, which might not work.
