In my opinion the pull request should be opened to the jclouds-labs
repository. All providers and apis start there, and once they are
stable enough they are promoted to the jclouds repo.

In jclouds, a provider/api is considered stable when it keeps up to
date with the back-end service, has someone who takes care of
maintaining it, and all (or most) live tests keep passing along
releases (live test output is one of the things you may be asked for
when promoting the api to the main repo; you can take a look at the
release notes for 1.6.0 to see an example [1]).
